What is the ‘Missing Middle’ Text in Raleigh’s UDO

The city's Unified Development Ordinance (UDO) aims to guide growth and development in a way that meets the needs of residents while also preserving the character of the city.

A Rapidly Growing City

Raleigh, North Carolina is a rapidly growing city that is facing the challenge of accommodating its increasing population. The city's Unified Development Ordinance (UDO) aims to guide growth and development in a way that meets the needs of residents while also preserving the character of the city. However, there is a critical aspect of housing that is a part of the the UDO allowing for higher density in certain areas: the "Missing Middle."

Unified Development Ordinance (UDO)

The Missing Middle refers to a range of housing options that fall between single-family homes and large apartment buildings. These types of housing include smaller attached units such as duplexes. These types of housing are essential for providing more housing options.

However, the City of Raleigh's UDO is heavily focused on single-family homes and large apartment buildings, but with this new text the city can provide more options for developers and builders.

To address the housing issue the City of Raleigh revised the UDO to allow for a wider range of housing options, including the Missing Middle.

HIGHER DENSITY

To address this issue, the City of Raleigh revised the UDO to allow for a wider range of housing options, including the Missing Middle. This is achieved by allowing for a greater mix of housing types in residential areas and encouraging the development of smaller-scale multi-family housing. This would help to increase the supply of affordable housing and provide residents with more choices for where they live. Below are examples of this missing middle product. These units live like townhomes with an attached wall to the neighboring unit but they are condo ownership - the two units will own the land together. The two attached units have an HOA that will cover exterior maintenance or specify in the documents what it will cover.
